NTC to phase out post-graduation licensure exam after final resit in october 2025

The National Teaching Council (NTC) has announced that the post-graduation licensure examination will be phased out following a final resit in October 2025.

In a statement issued on June 16, 2025, the NTC explained that, under the new policy, licensure examinations will be conducted before graduation.

This change ensures that teacher trainees complete their professional certification while still in school, rather than after completing their studies.

Under this revised framework, students enrolled in colleges of education and universities will take the Ghana Teacher Licensure Examination (GTLE) as their final assessment before graduation.

As part of the transition, the registration portal for the 2025 GTLE 1 has been opened.

According to the NTC, registration for the 2025 GTLE 1 applies to:

  • Fresh candidates currently undertaking their national service.
  • Holders of a Bachelor of Education degree or a Postgraduate Diploma in Education.
  • Candidates resitting papers from previous GTLE examinations.

The registration portal will close on July 7, 2025, with no extensions granted.

The GTLE 1 will take place from July 18 to July 20, 2025.

Candidates who do not pass the GTLE 1 will have a final opportunity to resit the examination in October 2025.

This will be their last chance to redeem themselves before the new arrangement takes place.

Those who remain unsuccessful in the October resit will be required to start afresh by retaking the examination alongside final-year students in teacher education institutions they completed, beginning in 2026 and beyond.

Candidates in this situation will return to the training institution they graduated from and make the necessary arrangements to sit for the exam with the final-year students.

Teacher trainees currently enrolled in colleges of education should take note that, moving forward, the licensure examination will form part of their final assessment before leaving their training institution.

The NTC has urged all eligible candidates to register for the 2025 GTLE 1 and adequately prepare for the examination.

Structure of the Examination

Fresh candidates will write three papers:

  • General Professional Knowledge, which covers numeracy, literacy, and essential professional skills.
  • Grade-level Specialism Pedagogy, which is specific to Early Grade, Primary, JHS, SHS, and Technical/Vocational Education.
  • Multiple Subjects Content or Single Subject Content Knowledge, depending on the teacher’s area of specialisation.

Candidates specialising in Early Childhood or Primary Education will take a Multiple Subjects Content Paper, while those training for JHS, SHS, or TVET will write a Single Subject Specialism paper in their area of study.

GTLE 2025 Registration Fees

The registration fees for the 2025 Ghana Teacher Licensure Examination (GTLE), with separate costs for fresh candidates and those resitting papers, are as follows;

  • Fresh Candidates: GH₵450 for three papers.
  • Resit Candidates:
    • One paper: GH₵150
    • Two papers: GH₵210
    • Three papers: GH₵385
